To the Congress of The United States and The President of The United States:
We the people must have the right to pay cash price for medical care and prescription drugs that is equal to the lowest price paid by insurance companies. We petition you as members of the Legislative and Executive branches of government; make this equality an integral part of the The American Healthcare Act. Your constituents must not be penalized for paying cash at the time of service, for medical care and prescription drugs.
To protect all Americans who pay cash for their medical care, you must legislate that ‘no person who pays cash for medical care may be charged more than the lowest price charged to an insurance company, plus any patient co-pay associated with such charge. This applies to all medical services and prescription drugs that are covered by any insurance companies.’
For the purposes of this legislation, cash payment is defined as a payment which is made to the medical caregiver or prescription drug provider at the time the medical care is given. i.e. The patient who is presented with a charge for the care given, or prescription drug, at the time the service or drug is provided must pay the total amount before leaving the medical service provider’s facility, or prescription drug provider’s facility.
Such legislation will give equality to patients, and insurance companies. Since the patient will pay cash at the time the medical service or prescription drug is provided, the healthcare giver, or prescription drug provider receives money sooner than that healthcare give, or prescription drug provider would receive money if the healthcare giver, or prescription drug provider were required to bill an insurance company and wait for the insurance company to approve and process payment to the healthcare giver, or prescription drug provider.
All healthcare givers and prescription drug providers must have access to the insurance company negotiated rates for healthcare services and for prescription drugs. These rates must be provided, upon request, to the persons who pay cash for medical services and prescription drugs. The total of the best insurance company negotiated rate and the patient co-pay for that negotiated rate is the total that a cash paying patient may be charged if he or she pays cash at the time of service for medical care, or prescription drugs.
Constituents of the members of the legislative and executive branches of government, by signing this petition, remind the members of the legislative and executive branches of government of their duty to extend the aforementioned equality rights of patients who pay cash at the time they receive medical services, or prescriptions drugs. Such equality rights must be written into The American Healthcare Act.
